Dept 56 "Peppermint Pete’s" #4016904 North Pole Series. This is in great condition and the top Peppermint wheel DOES spin perfectly without resistance or squeaking. However, the bottom 2 little Peppermint wheels don't spin but I don't know if they are supposed to.
